In 1994 a new government came to power in Rwanda after the country had seen a genocide that claimed the lives of about three quarters of the Tutsi ethnic minority. The Rwanda Patriotic Front (RPF) immediately embarked on a policy of de-ethnicisation and national reconciliation.
