There is widespread hearsay that with Donald Trump as the next American President, all bets are off. Anything can happen. The man is unpredictable.
But theirs is not nostalgia for corruption per se but for a period in which, despite or because of corruption, the flow of illicit government funds created a sense of economic opportunity and prosperity.
For decades African countries have been forced by the World Bank and International Monetary Fund to implement neoliberal policies, including opening their markets to foreign competition, reducing the role of the state in providing basic services and abolishing subsidies to the poor.
