PSI/Europe wishes to appoint an experienced professional to manage a project
to develop HIV/AIDS Voluntary Counselling and Testing services in Namibia.
This is an exciting opportunity to join a dynamic organization on the
cutting
edge of HIV/AIDS prevention and control.
PSI/Europe is affiliated with Population Services International, the world's
leading network of non-profit social marketing organizations. In 2002,
PSI/Europe expects to begin implementation of a new programme to develop a
franchised network of voluntary counselling and testing (VCT) centres for
the
control of HIV/AIDS in Namibia.
The VCT Project Director will manage the project in close collaboration with
partners. He/she will report to the Executive Director of PSI/Europe and
assume overall responsibility for project results.
Responsibilities:
- Develop effective working relationships with a range of partners and
stakeholders, including MoHSS at national and regional levels, NGOs,
technical agencies and others;
- Manage quantitative and qualitative research to inform and evaluate
project
strategies;
- Lead site selection assessments and establish 5-6 VCT centres in Namibia;
- Develop service protocols and train staff and management of VCT centres;
- Provide technical support to monitor and ensure high quality of services;
- Develop the VCT positioning strategy, marketing plans and communications
campaigns;
- Manage project staff and resources and prepare reports;
- Manage a comprehensive learning process to ensure that lessons are
disseminated.
Requirements:
- Advanced degree plus 7 years professional experience;
- Minimum 3 years experience of franchised or social marketing approaches to
sexual and reproductive health in developing countries, preferably in
Africa;
- Understanding of technical issues in delivery of sexual and reproductive
health services, preferably including VCT;
- Management experience in international development;
- Demonstrated ability to forge effective partnerships with a variety of
stakeholders;
- Demonstrated understanding of evidence-based marketing and communications;
- Excellent communication skills in English.
Employment Conditions:
PSI/Europe offers internationally competitive salary and benefits dependent
on experience. This position will be based in Windhoek, Namibia, is expected
to start in March 2002 and will require frequent travel within Namibia.
