A national Mozambican NGO recently formed a partnership with an
international NGO to establish a HIV/AIDS capacity building programme for
Mozambican NGOs and CBOs. The aim of the programme is to contribute to the
expansion and strengthening of the national response to HIV/AIDS in
Mozambique, with a specific focus on support to community based HIV/AIDS
prevention and care initiatives initially in Manica, Sofala and Tete
provinces.
The programme will provide HIV/AIDS technical and organisational development
support to enhance the effectiveness and sustainability of responses; grants
for community based HIV/AIDS related activities, and support to the sharing
of lessons and documentation of good practice. The programme will work in
close collaboration with the National AIDS Council and Secretariat and will
be guided by nationally defined strategic priorities. To support this
programme of work, the partnership is recruiting experienced, committed
individuals. The following staff are being recruited:
1. Programme Advisor
2. Programme officer
3. Finance officer
The positions are all Beira based and will require extensive travel to the
districts in the Manica, Sofala and Tete provinces. Competitive salary and

Core Requirements for all Posts
* Commitment to responding to HIV/AIDS with a strong community orientation
* Good interpersonal skills, highly motivated and flexible
* Capable of working both independently and as part of a team
* Computer literacy (word and Excel)
* Excellent written and verbal communication skills in English and
Portuguese
* Appropriate qualifications and experience as outlined below:
Specific Responsibilities and Requirements for each post:
Programme Advisor
Key responsibilities:
Leadership and direction to the programme team, supervision and support to
programme and financial staff; planning and
provision of appropriate and effective technical support in response to
partner priorities; programme monitoring, evaluation and reporting; and
contributing to key national coordination and planning forums.
Qualifications and experience (in addition to the above core requirements):
* Minimum of 5 years community level HIV/AIDS related programming experience
* Preferably Masters level qualification, or equivalent (Public Health;
Development; Gender Studies; Social Sciences)
* Experience of supervising professional staff and team leadership skills
* Demonstrated programme planning, management and monitoring & evaluation
skills
* Significant HIV/AIDS related training experience, strong facilitation
skills and experience of participatory methodologies
Programme Officer
Key Responsibilities:
Identify, prioritise and plan for the provision of appropriate technical
support to partner organisations; provide technical
support to partners based on identified needs; monitor partner programmes;
support cross fertilisation and sharing of lessons and documentation of good
practice; coordination and collaboration with key stakeholders at district
and national level.
Qualifications and experience (in addition to the above core requirements)
* Relevant university qualification (Development; Social Sciences; Gender
Studies)
* Minimum of 3 years HIV/AIDS related programming experience, preferably at
community level
* Programme management, planning and monitoring skills
* Significant HIV/AIDS related training experience, strong facilitation
skills and experience of participatory methodologies
Finance Officer
Key Responsibilities:
overall responsibility for financial management, systems and internal
controls; financial reporting to donors; development
and management of NGO/CBO granting mechanism; recruitment, supervision and
support to 2 other administrative staff; identifying needs and providing
finance related technical support to partners.
Qualifications and experience (in addition to the above core requirements):
* Recognised accounting qualification and membership of professional
association
* Demonstrated accounting and financial management expertise
* Knowledge of computerised accounting systems - preferably Quickbooks
* Experience of the NGO sector and donor financial regulations
* Previous experience of NGO/CBO granting mechanisms, an advantage
