Public and Private Sector Support to Research: Changing Roles and
Policy Responses

Applications must be submitted by March 29, 2002

The International Development Research Centre (IDRC) is launching a
competition to support research on the changing balance between pub-
lic and private sector funding of research, and its implications for
developing country governments and research institutions. This re-
search competition is being organized by IDRC as part of a new pro-
gram of "Research on Knowledge Systems" (RoKS). The competition is
open to researchers throughout the developing world, and will award
up to seven grants, with a maximum value of CA $80,000 each.

"Research on Knowledge Systems" (RoKS) is an exploratory effort
launched by IDRC in June 2001. Its objective is to explore, from a
developing-country standpoint, the ways in which knowledge is pro-
duced, communicated, and applied to development problems, and to in-
vestigate the policy and institutional frameworks that govern this
process. RoKS focuses on policy issues in the field of science, re-
search, and knowledge, helping to cast light on cross-cutting issues
in the areas of environment and natural resource management, informa-
tion and communication technologies for development, and social and
economic equity.

RoKS will support four types of activities:

* An annual research competition on a specific theme or themes;
* Support to ongoing networks aimed at knowledge-sharing and capac-
ity-building;
* Direct client-focused research on issues of concern to policymakers
and managers in the South; and
* Ongoing research and consensus-building projects that build on the
themes selected for the annual research competition.
