PROGRAM MANAGER
PURPOSE OF POSITION
To provide technical assistance to the Relief Program Director in the
design, funding, implementation, evaluation, and reporting
for all relief and rehabilitation programs in the country of assignment, in
collaboration with Relief and Rehabilitation specialist staff.
MAJOR RESPONSIBILITIES
. Program Design. Assist in developing the program's design process,
including needs assessments,
project design, proposal writing, marketing, evaluation and reporting, and
when required, donor and Support Office relations.
. Planning. Lead in the creation, compilation, and writing of the program's
annual operating plans. Revise the
program's operating plans throughout the course of the fiscal year ensuring
that they are up-to-date and continually reflect the
nuances of conducting operations within the particular field context.
. Funding. Lead in the preparation of grant proposals to major donors. Keep
informed of the unfunded
sections of the program. Work to ensure the program has adequate funding
resources.
. Program Monitoring. Continually monitor program's progress to ensure that
the program systems
and staff are working to achieve goals and objectives and program is
maintaining World Vision International and
donor accountability standards. Ensure all non-financial grant requirements
are adhered to.
. Evaluation. Implement technical and managerial evaluations and audits of
all projects with
program managers, government donors, and support offices.
. Reporting. Lead in the preparation of weekly, monthly, annual, and end of
project reports as
required by World Vision, government donors, and other interested bodies.
Prepare program information and articles
as required by the media and donors.
. Donor Relations. Compile professional and high quality management reports
for major donors
in a timely manner, meeting donor reporting requirements. Ensure that all
reports are highly accurate, comprehensive, well-documented, and will ensure
the credibility of the program.
. Government Relations. Assist management team with government relations
required for the implementation of the relief and development programs.
. NGO Relations. Maintain good communications with other key
non-governmental organizations (NGOs), including indigenous NGOs. Represent
WVI at United Nations/NGO/donor meetings. Participate in joint agency
assessments, task-force teams and workshops, etc.
. Be informed and understand the needs and situation on the ground/field.
Respond to general queries for information and provide support for field
personnel.
. Attend and participate in regular team devotional meetings.
KNOWLEDGE, SKILLS AND ABILITIES
The following knowledge, skills, and abilities may be acquired through a
combination of formal schooling, self-education, prior experience, or
on-the-job training.
Requires a bachelor's degree in management, international relief or
development, or related field; master's degree preferred. Requires 3-5 years
work experience in the third world and/or with a non-profit organization;
field experience in relief or development preferred. Requires cross-cultural
experience, understanding and sensitivity. Must have a clear understanding
of the workings of the major donors' (USAID, DFID, AIDAB, EC and CIDA)
perspectives, requirements and standards. Must be able to represent World
Vision to these major program donors in a manner which is highly
professional, in person and in writing. Must be able to understand complex
grant special funding for projects. Requires excellent organizational and
time management skills. Requires experience in project design and proposal
writing. Must have proven analytical/problem solving abilities. Requires
excellent interpersonal and written and oral communication skills. Requires
English fluency and foreign language skills. Must be computer literate. Must
be prepared to travel inside and outside the country of operations.
