The goal of the anticipated 12-month program is to strengthen the capacity
of Burundi's transitional legislature, in particular its ability to
implement key provisions of the Arusha Peace and Reconciliation Agreement
(APRA).
The position is based in Bujumbura, Burundi. The country director's
principal responsibilities will include managing relationships with multiple
donors, initiating discussions about new funding and program opportunities;
developing strategies for program development, implementation and
evaluation; and overall management of the program and staff.
Background
Despite the installment of a transitional government in November 2001,
Burundi still suffers from a debilitating civil war. Continuing hostilities
and insecurity pose the greatest threat to the ongoing political transition.
To this end, the Senate and National Assembly are each expected to begin
deliberation on a number of bills critical to an eventual ceasefire and full
implementation of APRA, such as reform of the military and the judiciary,
and the drafting of a new constitution.
NDI's legislative program will have three objectives: 1) to strengthen the
capacity of the Burundian parliament in implementing APRA; 2) to promote and
strengthen channels of communication between parliament and the executive
branch, as well as relevant traditional institutions; and 3) to strengthen
the participation of women parliamentarians in the legislature and improve
their constituency outreach capacities.
This initiative follows a six-month legislative program funded by the Office
of Transitional Initiatives / USAID to enhance the Burundian legislature's
role in promoting peace and reconciliation and to strengthen its capacity to
function as an independent body and be more representative of constituents'
interests.
Primary Responsibilities
Provide day-to-day management and leadership for program staff.
Maintain relationships with key partners in parliament, civil society,
government and the donor community, particularly OTI/USAID and the United
States Embassy.
Develop program activities in response to the fluid political environment,
in coordination with members of parliament and other local partners at the
grassroots level.
Build the capacity of NDI's Burundian staff to play a substantive role in
program development and implementation.
Oversee monitoring and evaluation of program both programmatically and
financially.
Ensure all programmatic and financial reports are delivered to donors in a
timely fashion.
Maintain regular communications with NDI's Washington office.
Qualifications
A minimum of ten years experience working with parliaments and political
parties.
Advanced degree in a field of study related to international development.
Substantial program and financial management experience.
Strong written and oral communication skills.
Oral and written fluency in French.
Demonstrated ability to work effectively with senior political leaders and
members of the donor and diplomatic community.
Experience working in a multi-cultural work environment and promoting staff
development.
Prior experience in transitional and politically unstable societies would be
highly valuable for this position.
