The Southern African training (SAT Programme) is seeking to recruit a professional officer for the remainder of its current funding phase until December 31, 2001) with a view of a five year appointment for the next phase from January 2002 to December 2006. The position is based in Harare, Zimbabwe and covers the countries of Tanzania, Malawi, Mozambique, Zambia, and Zimbabwe. We are looking for an African national and will give priority consideration to female applicants.
Summary Job Description:
The SAT Programme Technical Officer for Monitoring and Evaluation is
responsible for the implementation of the Programme's performance
monitoring framework as well as for the development, co-ordination,
and technical support to operational research activities conducted by
the Programme. Furthermore, the Technical Officer provides profes-
sional support to partner organisations for the development of their
own monitoring and evaluation systems and procedures. The incumbent
works in close collaboration with the SAT Programme Technical Offi-
cers for Information Systems and for School Without Walls, and shares
the supervision of an Administrative Assistant with the latter. The
responsibilities of the incumbent include all activities related to
the collection, analysis, and presentation of the Programme's per-
formance monitoring information, all activities related to the imple-
mentation of the Programme's operational research agenda, and all ac-
tivities related to building the SAT partners' capacity in monitoring
and evaluation. The incumbent reports directly to the SAT Programme
Director on technical issues, and to the SAT Programme Deputy Direc-
tor on administrative issues.
Qualifications:
A second level university degree in a social science, public health,
or a related discipline, and a minimum of five years work experience
in a position requiring extensive technical contribution to a complex
monitoring and evaluation framework.
