On or about April 26, 2002 CREA South Africa, local office of Creative Associates International Inc., under a contract to the United States Agency for International Development (USAID) will issue RFP (Request for Proposals) No. GMTA-029 to interested South African organizations for the award of a contract for a Formal Assessment of “USAID’s Direct Assistance Support Program to Municipalities.
ASSESSMENT OF THE LOCAL GOVERNANCE SUPPORT PROGRAM
On or about April 26, 2002 CREA South Africa, local office of Creative Associates International Inc., under a contract to the United States Agency for International Development (USAID) will issue RFP (Request for Proposals) No. GMTA-029 to interested South African organizations for the award of a contract for a Formal Assessment of “USAID’s Direct Assistance Support Program to Municipalities. This program forms part of the USAID/DPLG Local Governance Support Program (LGSP).
The goal of this contract is to assess the effectiveness and impact of the LGSP’s Direct Assistance to Municipalities Programme in:
• building local government’s institutional capacity
• Increasing citizen engagement in local governance
• Improving civic responsibility and council engagement
with communities to strengthen and build democratic local government.
The Contractor will employ the pretest/posttest/control group methodology to assess the extent to which (1) the local government legislative and policy frameworks are being effectively implemented, (2) local governments are performing their functions with increasing effectiveness, transparency and accountability, and (3) citizens are
exercising their rights and meeting their obligations to local government. The specific tasks of the contractor include developing structured survey instruments, training personnel, selecting control municipalities, collecting data, analysing the data and reporting on the survey findings.
Proposals will be evaluated by a committee consisting of representatives from USAID, CREA South Africa, and the Department of Provincial and Local Government (DPLG), using the criteria set forth in the RFP. The successful organisation will be awarded a contract to carry out the project in close collaboration with CREA South Africa, USAID’s
Democracy and Governance Office, and the DPLG.
