Closing date: 15 May 2007 Job Description DIHR in Rwanda is working primarily with The Legal Aid Forum: a membership based structure encompassing national and international NGOs, international organizations, professional bodies (the Rwandan Bar Association and the Corps of Judicial Defenders) and university and faith based initiatives. It is governed by a Charter drafted and adopted by the members in October 2006. A steering committee of 9 representative organisations was elected and the Danish Institute for Human Rights was elected to host the Secretariat for the first year.

Qualifications
· Masters degree (or higher) in law, human rights, political science, international development studies, public administration or related fields;
· Several years of progressively responsible theoretical and practical experience in the justice sector
. Specific experience working on legal aid, access to justice programmes, human rights and/or practical experience working as a lawyer will be considered an asset;
· Experience with project implementation and administration;
· International experience, preferably from developing/transitional contexts;
· Good analytical and communication skills, experience with facilitation and dialogue;
· Cultural and political sensitivity, good team work and strong interpersonal skills;
· Fluency in either French or English and basic working knowledge of the other
Areas of responsibility
Key area is managing the Rwanda programme within the area of Access to Justice and Legal Aid
. Management includes personnel responsibility for local staff and financial responsibility for the local budget.

Tasks
* Assume the role as Secretariat for the Legal Aid Forum, at least for the first year;
* Provide technical support to the Legal Aid Forum and its members and a "driving force" assisting to develop the Forum (which is still in its infancy) as well as building the capacity of member organisations (comprising both institutional and legal elements as well as M & E capacity etc.);
* Follow the developments in the legal sector in Rwanda, liaise with key stakeholders (including the Ministry of Justice and International Donor Agencies) and report to DIHR in Copenhagen;
* Responsible for managing the DIHR Rwanda programmes incl. assuring financial probity and managing the local staff;
* Identification of local and international resource persons and cooperation with external consultants;
* Ongoing dialogue with donors to secure the long term sustainability of projects and to build synergies;
* Input to framework application, policy and guidelines. The Country Representative refers to the Project Manager for the Rwanda project(s) within the Access to Justice Team, but will retain full responsibility for the management of the Rwanda Office currently comprising 3 local staff and an estimated annual budget of €200,000 - €500,000.

Remuneration and conditions of employment The successful candidate will be based in Kigali .

Start date: 15 July or as soon as possible thereafter. The contract will initially be offered for a period ending on 31 December 2008 but with a possibility of extension.

Your salary will be based on the Danish collective agreement for state employees with the possibility of negotiating an individual supplement. Benefits include housing allowance, insurance and free use of a project vehicle within Kigali and for work purposes. The salary will not be subject to income tax in Denmark but a Labour Market Contribution ("Arbejdsmarkedsbidrag") of 8% will be deducted from the salary. Kindly note that issues of income tax under Danish law is a matter between the authorities and the employee. DIHR can thus not be held responsible should the afore-mentioned information on taxation be incorrect.
