Senior Organizational Advisor Gender

Context
SNV's mission is to develop the capacities of capacity builders at provincial
and local levels, with the twin objectives of reducing poverty and improving
governance. In Rwanda, SNV has three client teams, stationed in the capital,
Kigali. SNV Rwanda is providing advisory services to both public and private
clients in two sectors: Local Governance and Private Sector Development. A
third sector, Community Based Natural Resource Management, is currently under
preparation. Public sector clients are Districts, Provinces and Ministries.
Private sector clients are cooperative associations, small enterprises, NGOs
and networks.

Gender is high on the agenda of the Rwandan Government and its decentralised
institutions, the private sector, civil society and donors. Many of the
advisory services rendered by SNV Rwanda are directly related to the
empowerment of women and the mainstreaming of gender. This can mean the
integration of gender in local government, civil society and private sector or
lobbying and advocacy skills of women organisations. At the national level, the
Ministry in charge of Gender and the Permanent Executive Secretariat of Beijing
Follow-up has asked SNV to provide organisational advice.

Responsibilities
. Provide advice on gender mainstreaming to complex client organisations with
complex needs;
. Facilitate institutional and organisational analysis and the development of
monitoring mechanisms;
. Provide services to clients or groups of clients and on-the-job support with
regards to gender mainstreaming; Improve quality of advisory practices in
gender and promote organisational learning through an appropriate knowledge
development system at national and regional level;
. Establish and develop effective professional relationships with experts and
organisations.

Requirements:
Education: Degree in social sciences
Work experience:
10 years of experience in coaching people and recognised expertise in change
management, process, consultation, organisational development or the four SNV
capacity development services (diagnosing and learning, organisational
development, partnership building, organisational change);
Recognised results in knowledge development;
Fluency in English and French.

Other requirements
Specific knowledge of analysis and synthesis of complex development issues and
knowledge sharing methodologies;
Ability to challenge SNV thinking and methodology, while respecting existing
processes aimed at improving the advisory practice;

Description of duty station:
Kigali is the Rwandan capital with 650.000 inhabitants. The city lies at an
altitude of 1400 metres - the country is mountainous - and has a pleasant
climate. From Kigali, clients are served all over the country (22.600 km²;
8.150.000 inhabitants). The large majority of the urban and rural population
speaks Kinyarwanda and some Kiswahili. The language at work is predominantly
French, while the use of English increases.
Medical situation: good medical services are available in private clinics;
complex cases are referred to Nairobi, Kenya.
Education: In Kigali is a recognised Belgian School with French as the language
of instruction. Green Hills is teaching in English and uses the East African
school system.
Security situation: good;
Accessibility: daily connecting flights from Kigali (via Nairobi and Addis
Ababa) to African and European destinations. There is a taxi system in Kigali
and the SNV office has car-pooling available for duty trips. There are good
(mobile) telephone and Internet connections. The roads are generally good.

Salary: minimum E 2,987 - maximum 4,483 gross per month (hypo tax will be
deducted), excluding attractive secondary conditions and individual allowances.

Length of contract: two years, possibly renewable in senior advisory position
Appointment date: July 2004
