Ann Garrison:  On 12 February 2018, the United Nations High Commissioner for Refugees reported that there were 4.49 million internally displaced persons (IDPs) in the Democratic Republic of Congo, and 630,500 refugees in neighbouring countries.

For Congolese, it is difficult to anticipate and plan for an election when they do not know if the incumbent President Joseph Kabila would run again despite term limit restrictions. Or if it is not certain that the vote would go ahead after previous broken promises of a scheduled vote.

From the early days of the Congo Crisis in 1960, an extensive group of businessmen and politicians across Europe, the United States and white-dominated southern Africa conspired to play African nationalism against African nationalism.
