Tanzania: Regional training of trainers on gender and macro-economics
Gender Training Institute (GTI) is a centre for feminist leadership under the Tanzania Gender Networking Programme (TGNP). Since 1993, the institute under Tanzania Gender Networking Programme (TGNP) has been providing transformative gender training and capacity development services based on animation/participatory approaches. The core purpose of GTI is to provide learning and capacity development in support for transformative feminist movement building, policy engagement and social transformation at all levels within the country and beyond. The organisation’s vision is to become the epicenter for feminism transformation through effective capacity building. The course is being conducted in the context that there still exists unequal global, regional and national economic and social relations and limited focus of pro-poor and gender considerations in macro- economic policies and budget.

Background

Since 1993, the institute under Tanzania Gender Networking Programme (TGNP) has been providing transformative gender training and capacity development services based on animation/participatory approaches. The core purpose of GTI is to provide learning and capacity development in support for transformative feminist movement building, policy engagement and social transformation at all levels within the country and beyond. The organization’s vision is to become the epicenter for feminism transformation through effective capacity building”.
The course is being conducted in the context that there still exists unequal global, regional and national economic and social relations and limited focus of pro-poor and gender considerations in macro- economic policies and budget. There is also the continued limited benefit and participation of women and poor men in public policy and budget processes. All these have different impacts to the lives of women, men and children depending on the gender relations and socio- economic factors at different levels of the society. GTI has been conducting Regional courses on Gender and Macroeconomic policy frameworks since 2004
Course content
The two weeks training will equip participants with skills and methodologies to deliver the content of the course topics as outlined below.
• Key gender/feminist concepts relating to policy issues around macro -economic policy, planning and budgeting with the aim to understanding the gender and class nature of the macro economic policy, planning and budgeting processes and management.
• The analysis of macro-economic policies, issues and the poverty and gender implications of these policies in the country and at sub-regional level.
• Gender budget tools, procedures and advocacy strategies for gender responsive and transformative economic planning and budgeting and for monitoring the gender and class nature of macro-economic policy framework and budgeting management in a respective level (government/local).
• To share and exchange experiences and information on innovative budget initiatives in the region such as women’s budgets and gender budget initiatives, sharing information and experience on Gender, Policy and Macro economics issues within the sub region with the view to stimulates critical thinking on issues of class, gender/feminism and good governance in economic, planning, policy and budgeting.
Course outcomes
Adaptation of a conceptual framework for gender and feminist analysis on the causality of inequalities in the sub- regions and plan, formulate gender sensitive interventions and indicators for monitoring gender impact planning and budgeting in their specific areas of mandate.
Methodology
The training will employ participatory animation methods including interactive presentations, group discussions, experience sharing through case studies and field interaction outside the class. The course will be facilitated by highly competent facilitators who are specialists in the area of Gender and Macro-economics, policy, planning and budgeting
Course Language
The course will be offered in English.
Who can Participate
The course is open to national and local public services staff, macro economists, planners, budget officers in various government sectors, regional and international development agencies staff, consultants and advocates of human rights, gender equality and economic justice as well as academicians and researchers on economic and social issues.
Participants' profile
To ensure maximum benefit from the course, participants are required to possess the following basic qualifications:
• Bachelors Degree or Advanced Diploma with working experience in the areas of macro-economic policy and budgeting;
• To have been exposed to issues of globalization, macroeconomic policies and gender.
• Have been attended training on gender and macroeconomic policy and planning or training on gender budgeting
• Good commands of written and spoken English.
• Trainers in related field
Course Costs
The course fee for non - Tanzanians is USD 2.500 which will cover facilitation fees, training materials, in-country transport and field visit during training, meals between training, venue internet and library services.
The course fees for Tanzanians are Tshs. 950,000 and it covers facilitation fees, training materials, and field visit during training, meals, and training venue, internet and library services
