That the recent swearing-in of President Museveni for a fifth consecutive term as leader of Uganda garnered the biggest attendance of African Heads of State speaks to my thesis that Africa is still largely "Not Yet Uhuru".

It is my submission that presidents owe us good governance when they are in office and owe us another obligation when they retire - and that is to explain to the nation the reasons they made certain choices of crucial importance when they were in power.
